Beijing to Boost the Construction of Bonded Regulatory Sites and Increase Trade Facilitation

Beijing Municipal Commerce Bureau is currently soliciting public comments on the Action Plan of Beijing for Deepening the Opening up of the Service Sector and Increasing Trade Facilitation (Exposure Draft) (the “Action Plan”). The deadline for feedback is June 13, 2024.

The Action Plan consists of overall requirements, work tasks, and safeguard measures. It specifies 32 measures in six aspects, calling for cultivating new drivers of industrial development and exploring pilot schemes in comprehensive bonded zones. Specifically, the Daxing Airport Comprehensive Bonded Zone will explore the implementation of a district-port integrated and efficient customs clearance model with “one system, one-time cargo handling, one-time inspection, and one-time collection”, while the Zhongguancun Comprehensive Bonded Zone will pilot smart regulatory models to assist enterprises in conducting R&D innovation businesses. According to the Plan, Beijing will intensify the construction of bonded regulatory sites, and support Chaoyang, Fengtai and Pinggu districts in applying for establishing bonded logistics centers (B-type), developing bonded warehousing, cross-border e-commerce, and other businesses, and optimizing their bonded function layouts.
